The Ministry of Education (the Ministry) is seeking information on the contract for the next cycle of the National Monitoring Study of Student Achievement (NMSSA) as set out in the Requirements and Objectives. This is for information only and will not be used to select any suppliers. This is to gather market intelligence to inform business planning.
Since 2012, the National Monitoring Study of Student Achievement (NMSSA)| Wānangatia Te Putanga Tauira has investigated the achievement of English-medium primary students. It measures changes in educational achievement for students over time, assesses strengths and weaknesses across the New Zealand Curriculum (NZC) and explores the contextual factors at school and beyond that influence students’ achievement. NMSSA includes a focus on three priority learner groups: Māori, Pacific, and students with additional learning needs.
NMSSA is the only system-level study to cover all eight curriculum learning areas of the NZC and measures directly against the expectations of the curriculum, so fulfils a unique role within the New Zealand education system.
The Ministry wish to hear your thoughts/solutions/suggestions regarding how to effectively run this study. We also wish to find out whether there are any research groups who have the capacity and capability and are interested in running the next cycle of NMSSA. Potential suppliers need to have experience designing and/or running large-scale studies, an in-depth knowledge of the English-medium NZC, and strong policies around data and privacy.
