Overview

The Ministry is investigating the viability of an assessment tool that will assess new NCEA literacy and numeracy requirements.

The purpose of the tool will be to aid the teaching and learning of literacy and numeracy by providing a robust, reliable, and consistent tool for students and teachers to use to assess against new NCEA literacy and numeracy standards.

At this stage, the Ministry is wanting to test the market’s capacity for this product, particularly in relation the length of time it will take to build the Tool and the cost of building the Tool.


The Ministry is currently developing an implementation plan for the NCEA Review and will be providing this to the Minister in December.

As part of this planning, we are looking for clarity on the time and funds that will be needed to develop the tool.

Ideally, the Tool should be available for early adopters from 2021, and will be mandatory for students sitting Level 1 in 2023.

Based on the outcome of this Market Research we are looking to go to market approximately Q4 2019
