The Ministry requires established accredited early intervention suppliers with the capability, capacity, experience and infrastructure to deliver specialist teaching, specialist advice and support to families, whānau and early childhood educators and paraprofessionals.

Early intervention involves individual assessment, programme planning, and intervention and service co-ordination for children in early childhood (birth to school entry) with high learning support needs. Early intervention will usually be provided through:
• specialist teaching
• specialist advice and support to families, whānau and early childhood educators
• paraprofessional support.

Early intervention includes support for transition from early childhood into school/Kura.
