The Ministry of Education (MOE) requires a non-exclusive operating lease compliant asset finance solution for a broad range of asset classes.
The initial focus will be on edge devices (i.e. laptops and tablets), both the lease of new devices and the sale and leaseback of some existing devices, subject to financial assessment. Other assets may be considered at a future date on merit.
The scope of the financing solution sought covers the following:
• The provision of complaint operating lease solutions (in the context of the Public Finance Act 1989 and the New Zealand equivalent of International Accounting Standards)
• Evidence of independent advice (from a neutral third party legal or accounting firm) detailing a Respondent’s Master Lease Agreement and proposed commercial structure is an operating lease according to IFRS 16 Leases
• The ability to offer operating leases in at least two of the following asset classes, one of which must be Computer Hardware (Respondents who can only fulfil one of these asset classes need not apply):
- Computer Hardware
- Computer Software
- Plant and Equipment
- Furniture and Fittings
- Motor Vehicles.
