Strengthening Early Learning Opportunities (SELO) for children, whanau, families and communities through teaching is the national mechanism to provide professional development (PD) for teachers, kaiako and educators in the early childhood education (ECE) sector.

The Ministry will be seeking individuals and providers to form an open SELO panel of providers (both regional and multi-regional) to deliver the SELO programmes from 1 July 2018.

The purpose of the Panel will be to support quality, teaching and leadership in ECE. Our website contains more information about the different kinds of ECE services and kohanga reo available in New Zealand.

The purpose of this Notice is to provide advance notification to the market of the Ministry of Education’s intention to release contract opportunities for providers or individuals that have experience in developing and implementing tailored and targeted PD to meet the needs of a range of ECE services me nga kohanga reo, focussed on developing teacher, kaiako and educator practice to improve children’s learning outcomes.
The Panel will comprise of providers that can deliver one, two or all three of the following approaches to SELO:
• SELO 1 - meeting standards (ECE regulations and licensing criteria)
• SELO 2 - responsiveness to identity, language and culture, engagement with parents, whānau and community
• SELO 3 - quality, teaching and leadership.

The Ministry will need a panel of providers with a range of skills and knowledge, cultural, community and ECE experience that will be available as required. The providers will be required to work with identified ECE services or a group of ECE services that have complex issues.

The RFP for this opportunity will be open via the Government Electronic Tenders Service (GETS) from mid-late January 2018.
