Overview

The Ministry of Business Innovation and Employment is in the market to purchase an evaluation of the Active Investor Plus (AIP visa). The objective of the AIP visa is to increase the flow of foreign capital and attract skilled and experienced active investors into areas that align with Government’s economic strategy, by providing resident visas to those who wish to participate in New Zealand’s investment ecosystem and make a significant contribution to New Zealand's economy.

The AIP visa aims to attract more high-quality investment to New Zealand to raise productivity and drive economic growth by:
• attracting more investors by offering a wide range of investments (such as bond and property development investments which can facilitate investment in infrastructure, business growth, increase housing stock and contribute to Government’s economic and social objectives); and
• converting conservative investors to become more active in their investment activities over time.

The suppliers’ evaluation will provide insight and make evaluative judgements on how well the AIP visa is performing against its intended outcomes, inform decisions on future policy reviews and inform InvestNZ’s promotion, attraction and aftercare activities.

This is a closed competitive process to a select number of All of Government Consultancy panel suppliers.
