Overview

This is a Future Procurement Opportunity (FPO) listing.

The Ministry of Business, Innovation & Employment is the lead agency for the operational coordination of settlement support services for former refugees that come into New Zealand as part of the Refugee Quota Programme (‘quota refugees’).

Community settlement support services are being procured to provide support for up to 1500 quota refugees annually across 13 settlement locations for a maximum of 24 months to address their early settlement needs, with a strong focus on encouraging independence and supporting their transition to local communities. This includes practical support for daily living and a community orientation programme to complement the Māngere Refugee Resettlement Centre reception programme that is run by Immigration NZ.

The Provider will provide quota refugees (mixture of children, young people and adults) with settlement support in the community that is appropriate to their needs and with a focus on self-developed, specific, realistic, adaptive goals that address individual and whanau needs in their settlement phase. The Provider will help to source housing alongside Immigration NZ, support quota refugees in the community, provide pastoral support as needed, and link them into community support and services so that by 12 months of being settled in the community, they have the necessary knowledge and confidence to independently access and use local services. Where quota refugees require further support, services can be extended up to 24 months to support ongoing transition into the community.

Given the community-based nature of the services, providers must show how they partner and/or will partner with local communities to provide settlement support for former refugees. Providers with strong local community connections are encouraged to engage in this tender, and we will consider service providers who engage in social support at the local level outside of the former refugee space at present. Interested providers will be able to place a bid for one, some or all 13 settlement locations. INZ will also consider group-based or consortium bids that cover all aspects of the service requirements in a settlement location.
