This procurement plan is for the purchase of an early outcomes evaluation which will contribute to the overall evaluation of the Accord Transformation Plan. The purpose of the early outcomes evaluation is to understand how the Accord is being experienced by a range of stakeholders, and develop the change narrative. This evaluation will help us understand if, and how, attitudes and behaviours are changing in the construction sector as a result of the Accord Transformation Plan and how much of it do people associate with the Accord. We are interested in how change is happening ‘on the ground’ as a result of the Plan, and to identify areas for improvement.
