MBIE is looking for credible and competent evaluation suppliers who also have the capability and experience in working with Pasifika communities in New Zealand in a culturally competent way, to undertake an evaluation of the APSS.

This is an opportunity to work with the Ministry of Business, Innovation and Employment (MBIE) and the Pacific Policy team within MBIE to undertake an evaluation of the Auckland Pacific Skills Shift Initiative (APSS), over a period of four years (note the contract will initially be for a year, with right of renewal annually, up to four years). Innovation approaches and relationships are considered to be integral to the APSS. Consequently, a developmental evaluation lens which includes iterative cycles of learning and adaptation to provide real time data to adapt to changing conditions in a complex environment is deemed vital. This evaluation will provide evidence about the operation and early outcomes of the APSS and how it could be improved to better deliver on its desired outcomes.
