Overview

The purpose and key objective of this procurement activity is to expand the Panel of specialist suppliers to assist the Licensed Building Practitioners Scheme (LBPS) Registrar in assessing applications under the Licensed Building Practitioner Rules 2007. The Panel was established in 2017 and currently includes 23 suppliers. The expanded Panel is expected to include up to 40 suppliers, who will conduct independent assessments of applications under the LBPS.
The key purpose of appointing a panel of suppliers is to ensure that assessors are as close as possible to the location of the applicant, which may be necessary for interviews.
The procurement will deliver benefits for New Zealand by increasing the support of the development of competent building practitioners, and increasing the supply of suitably qualified practitioners to build homes. A further benefit of the LBPS is that it assists consumers in making informed decisions about the competence of suitably qualified practitioners they are looking to engage.
At present MBIE has a panel of approximately 23 independent suppliers that are engaged through individual service agreements in the same substantial form as the Proposed Contract (section 5). New suppliers that meet the requirements are invited to respond.

We acknowledge that the COVID lockdown and transition in levels, a number of likely applicants would have been distracted and more focused on their private enterprise. Given the assessors we seek often have other employment or private business in the building and construction sector it is likely that some prospective applicants may have been disadvantaged due to ‘lockdown’. As such we have decided to extend the tender by another two months. If you are already on the panel or have submitted your proposal previously (GETS ID 22404496 & 22514142) you do not need to re-submit another proposal.
