Overview

In July 2019, the Minister of Transport announced the Government’s vision to integrate drones into our current transport system and grow a thriving, innovative and safe sector. Ongoing research and development (R&D) is one of the key focus areas identified to achieve this vision.
Unmanned Aircraft (UA) or drones are estimated to be worth up to $7.9 billion to the New Zealand economy over the next 25 years by carrying out tasks that are currently time intensive, expensive or risky. Opportunities to test and develop these technologies will be vital to both technological advancement and the regulatory development to integrate UA into our airspace and realise the projected economic and social benefits. This programme also provides a valuable opportunity to build on and develop MBIE and the broader public sector’s expertise in working at the interface between highly innovative and highly regulated environments.
MBIE is leading the cross-government work on this element of the vision through the Innovative Partnerships programme’s Advanced Aviation Technologies platform-play, which seeks to position New Zealand as the location of choice for the emerging advanced Unmanned Aircraft (UA) sector and enable opportunities for innovation and R&D.
We would like to procure Programme Management Services to deliver a new initiative, a programme of Airspace Integration Trials, to enable the safe development, testing and market validation of advanced UA. This programme will provide the mechanism for the government to partner with industry leaders wanting to develop, test and bring to market new and unproven advanced UA.
The procurement’s proposed outcomes are to procure a Programme Manager to take the lead on establishing a programme framework to be applied to each trial, and be responsible for coordinating the input and actions of industry partners, central government agencies and key local stakeholders across the Initiation, Development and Delivery Phases of each trial.

A Registration for Interest tendering process was followed by an Interview of shortlisted suppliers and The Ministry of Business, Innovation and Employment (MBIE) of 15 Stout Street, Wellington has awarded this contract to Nova Systems NZ Ltd of Level 12, 66 Wyndham Street, Auckland to provide Programme Management services in relation to the delivery of the Ministry's programme of airspace integration trials, to enable the safe development, testing and market validation of advanced unmanned aircraft (UA) in New Zealand. The contract was signed in January 2020 and the term is from January 2020 for the period of 12 Months. The estimated contract value is approximately between $200,000-$250,000 (excluding GST).
