Overview

What we need
The Ministry of Business, Innovation and Employment (MBIE) plans to commission an impact evaluation of the portfolio of the Crown’s Vote Business, Science and Innovation funding of Fellowships jointly administered by the partner agencies Royal Society Te Apārangi (Royal Society), Fulbright New Zealand (Fulbright) and the Health Research Council (HRC).
The aim of this evaluation is threefold: to assess the effectiveness of the existing Fellowship schemes individually; to assess the appropriateness of the Fellowships portfolio as a whole; and to provide independent advice to MBIE on the impact of Fellowships investments.
Seven Fellowship investments are in scope. We require an expert in evaluative methodologies to assess the available data set. This is the second request for quotations from the market as we did not receive the desired results from the closed tender. As a result, we have reviewed our requirements and decided to go open market.
What we don’t want
The evaluation is not expected to provide a gap analysis or any detailed policy development for any changes it recommends.
Fellowships and Scholarships not listed as being ‘in scope’ should not to be considered as part of this evaluation activity.
What’s important to us
The Ministry is looking for credible providers who have the capability and expertise to deliver robust quantitative and qualitative evaluative approaches for the science, research and health sector. They need to have experience within the sectors, a proven ability to carry out mixed methodology evaluations, as well as provide analysis and recommendations, within agreed timeframes.
