Overview

All New Zealanders need to be equipped with the skills and capabilities enabling them to secure and sustain employment that supports themselves and the people they care about. For many people this begins with lifting their base literacy and numeracy skills.

The Tertiary Education Commission is seeking technology-supported solution(s) to enable the over one million New Zealanders aged 16-65 with low literacy and numeracy skills to improve their skills and capabilities.
These solution(s) must deliver an accessible, quality service to ensure our learners are able to realise their full potential. We want solution(s) that are accessible, adaptive and responsive to learner needs and that a learner would want to use to improve their skills and practices.

We are interested in solution(s) that both work well directly with learners and/or that require some facilitation or learning intervention by a tutor. These solution(s) must leverage off the Adult Learning Progressions theoretical framework of literacy and numeracy skills (Appendix E) or an equivalent international framework.
