This email is an advance notice of a contract opportunity.

The Government recognises the value of former refugees participating in driver training programmes and the benefits it provides in supporting successful refugee settlement. Since June 2015 the Ministry of Business, Innovation and Employment (through Immigration New Zealand) has funded a programme providing driving lessons and driver training for former refugees, enabling them to obtain their restricted drivers licence.

The refugee driver training programme is currently run in West Auckland, South Auckland, Hamilton, Wellington, Palmerston North, Nelson and Dunedin. As new settlement locations are established we anticipate extension of the programme in these new locations which include Whanganui; Levin; Masterton; Blenheim; Timaru and a 6th location to be announced shortly in the near future.

With long term funding secured, it is the intention to procure a single national provider or a number of regional provider(s) operating collaboratively to deliver the Refugee Driver Training Programme from 1 July 2019.


What we need

MBIE is looking to:
• Procure the best driver training provider(s) with the most effective service and cost model to provide driving lessons and training across all current and future refugee settlement locations; and
• The capability to develop, innovate and enhance the refugee driver training programme and deliver excellent programme pass rates.

We want a provider(s) who has the capability to develop, innovate and enhance the driver training programme, deliver better programme outcomes/pass rates, and contribute to improving the employment and settlement outcomes of refugee background communities.
