RFT for Single Line Running Traction Switch Project (SLRTS): OLE Traction Construction

KiwiRail Holdings Limited ("KiwiRail") is requesting tender response ("RFT Response") regarding the OLE Construction Activities as required in the Principle Requirement document (“the Goods/Services”) to KiwiRail.

Overview: KiwiRail is responsible for maintaining and upgrading New Zealand's rail network, including the Auckland Metro Network, to ensure it remains safe, reliable, and fit for both passenger and freight services. A key challenge identified in the Auckland Rail Programme Business Case (RPBC) is the limited maintenance access currently available, with only 2 to 3-hour maintenance windows each night. Existing isolation arrangements often require full track closures, early service shutdowns, and replacement bus services, causing significant disruption to customers and becoming increasingly unsustainable, particularly with the introduction of the City Rail Link and growing timetable demands.

To address this issue, KiwiRail has divided the Auckland Metro Network into 36 Single Line Running (SLR) sections, allowing trains to continue operating on one track while maintenance is performed on the other. Previous Rail Network Growth Improvement Measures (RNGIM) have improved track and signalling infrastructure through additional crossovers and signalling enhancements, but the overhead line equipment (OLE) system remains a critical constraint.

The Single Line Running Traction Switch Project (SLRTS) will upgrade existing traction switches, install new switches and overlaps, improve access to key switching assets, and introduce remote monitoring and control capabilities. These works will enable faster electrical isolations and support safe and effective Single Line Running operations.

The project's primary objective is to increase productive maintenance windows to approximately six hours per night while minimising service disruptions. By allowing maintenance activities to occur on one track while trains continue operating on the other, the project is expected to improve maintenance efficiency, reduce passenger and freight service interruptions, enhance network reliability.

The scope of works associated with the SLRTS Project and package SLRTS OLE Construction Scope is split into 4 Stages and will be delivered as two Separable Portions : Portion 1 (SP1), Portion 2 (SP2).
