Overview

KiwiRail is inviting the market to participate in this nationally significant programme by presenting innovative, value-driven proposals for the development of the Marsden Point Rail Link (MPRL).

This Expression of Interest (EOI) builds on the strong response received during the earlier Request for Information (RFI) phase. Participation in the EOI is open to all interested parties, including those who did not respond to the RFI.

Through the EOI process, KiwiRail seeks to gain more detailed market insights and support meaningful engagement with prospective delivery partners or consortia capable of bringing forward innovation, expertise, and value-for-money solutions.

Respondents are invited to submit detailed proposals under one of the following delivery options:

Option 1 – Build Only

Option 2 – Design, Build and Finance (DBF)

These options reflect KiwiRail’s interest in exploring a range of delivery approaches to achieve the best commercial, technical, and operational outcomes for the programme.
