The Wellington Metro Resignalling project (or Wellington ETCS) is a project to develop and then deliver the modernisation of the Wellington Rail Network signalling and operational systems. The objectives are to reduce risk and increase capacity of Wellington’s rail network, so it can meet the planned need for sustainable transport. This project is planning to install Level 2 ETCS (European Train Control System) with Automatic Train Protection and in-cab signals to replace lineside signals.

This EOI is issued by KiwiRail through its Future Rail Systems business operation for the purpose of shortlisting up to four (4) Respondents to participate in a Competitive Dialogue (CD) and RFP process for the role of Wellington ETCS Lineside Contractor.

Further information:
KiwiRail is now able to confirm that a funding decision for the Wellington ETCS project is unlikely before the 2026/2027 financial year.
Once a decision on funding and the speed of advance is made, KiwiRail will reassess the project and determine future procurement requirements at that time. These will most likely be met by a new procurement process tailored to those requirements, hence the decision to formally cease the current effort.
