1. KiwiRail Holdings ("KiwiRail") invites interested parties to register their interest in providing electrical maintenance services for the Auckland Metro traction system from midnight (i.e. 001 hours new years day), 1 January 2023 to 31 December 2027. It is the intention of KiwiRail to prepare a formal closed Request for Tender (“RFT”) for these services (“the Goods/Services”). Only shortlisted Suppliers selected from this EOI will qualify for invitation to the closed RFT process.
2.1 This EOI requests only sufficient information to ascertain whether or not respondents are capable of consistently and reliably providing high quality services described below. Kiwirail intends to bring some (or all) of the services in house, potentially over the course of the contract. KiwiRail requires the contracted provider to train and work with Kiwirail staff (as required by Kiwirail).
2.2. Scope of services
Auckland Metro uses 25Kv AC overhead electrification in a technically standardised environment, the traction maintenance contract consists of eight primary items:
2.2.1. Isolation – switching of lines to permit maintenance activities
2.2.2. Planned maintenance to KiwiRail specification
2.2.3. Unplanned work (breakdown and repairs) available 24/7/365 plus workers on standby during peak times to assure KPI compliance.
2.2.4. New installation work (typically minor works on KiwiRail request)
2.2.5. Electrical safety service (on KiwiRail request)
2.2.6. Support for KiwiRail track crews (traction bonding, Height & Stagger survey)
2.2.7. Managing all electrical and related stock (may be taken over by KiwiRail)
2.2.8. Provide ESO, Electrical Safety Observer (support KiwiRail when needed).
The Scope of services also includes:
2.2.9. all bonding
2.2.10. substations, circuit breakers…
2.2.11. support structures (poles, gantries, associated fittings)
2.2.12. Warning signage in regards to Electrical risk and over height barrier for vehicles
2.2.13. OLE Overhead line Equipment (cantilever, wires, Balance weight, switches…)
2.2.14. continuity of supply for all required supplies (may be taken over by Kiwirail)
2.2.15. Meeting the requirements of KiwiRail specification number E-ST-AE-0173

Further information:
KiwiRail paused the procurement while a decision on bringing the work in house was considered.
Beyond the end of June 2022 KiwiRail intends to conduct maintenance using our own staff; therefore the procurement of contractors is discontinued.
