The Kāpiti Coast District Council (“the Council”) is classified as a “Tier 1 local authority” in the National Policy Statement on Urban Development (NPS-UD). Among other things, this classification means Council must:
• Review its Proposed Kāpiti Coast District Plan (“PDP”) to ensure it complies with Policies 1, 3 and 4 (see Part 3 sub-part 6) of the NPS-UD; and
• Publicly notify a plan change amending the PDP as necessary to achieve compliance with these intensification policies not later than 20 August 2022.
While the PDP is enabling of higher and denser urban form in certain locations, and current constraints on density and heights in some locations may prove appropriate after identification and application of qualifying matters (see Policy 4), the strong direction in Policy 3 means Council is likely to propose a number of changes to the PDP to give effect to NPS-UD intensification policies.
