Overview
The Kapiti Coast East-West Connection Programme Business Case (PBC) was developed by the
Kapiti Coast District Council (Council) in late 2017. The PBC was developed quickly within very tight
timeframes as Council wanted the PBC as input to the National Land Transport Programme bid.
Council has been advised that the New Zealand Transport Agency (NZTA) considers the PBC is
deficient in some aspects and they have asked Council to review and update the PBC.
This Contract is to address the identified problems and deficiencies of the submitted PBC, complete
the proposed review and update the PBC. Successful completion of the PBC may lead to Separable
Portion 2 for developing a Detailed Business Case (DBC) for Kapiti Coast East-West Connection.
