“Kapiti Coast District Council (KCDC, Council) requires professional services assistance with the resource consents renewal programme for the Paraparaumu Wastewater Treatment Plant (WWTP). The WWTP services the wastewater treatment needs of the urban communities of Waikanae, Paraparaumu and Raumati, to a high level of compliance.
KCDC intends to engage with Consultants through a competitive procurement process, evaluating the merits of proposal submissions against a number of suitability criteria. The RFP, here, outlines the submission method.
KCDC has already commissioned a Consent Strategy Scoping Document (CSSD) and Advanced Monitoring Plan with the expectation that a successful Consultant will comply with the approach (tasks) set out in the CSSD, except as required to meet the requirements of the small number of additional tasks outlined in the RFP.
KCDC expects that the full period of any contract entered into will be 3.5 years, allowing fulfilment of the above tasks, and so up to consent application Lodgement. There may also be a period of extension of the contract to support additional (as yet undefined) tasks, post- Lodgement."
