This Notice of Information (NOI) relates to a professional services contract and provides advance notice of the upcoming Request for Proposal (RFP) for the development of a Business Case for Bus Rapid Transit (BRT) along Anglesea Street. The RFP is currently planned for release in October 2025, with contract commencement anticipated early December 2025. Estimated contract value is $1M + GST.
This work forms part of the wider Infrastructure Acceleration Fund (IAF) programme, which supports housing outcomes in Hamilton’s central city. The BRT Business Case will finalise the Anglesea Street Investigation and Protection project and inform future transport planning and land use protection.
This is a closed tender to be issued only to LASS panel members who are pre-qualified as Tier 1 or Tier 2 under the Transport category and Public Transport subcategory. To support early understanding of the scope, the Project Brief will be shared alongside this NOI. It outlines the strategic context, objectives, and expected deliverables for the BRT Business Case and has been used to generate the RFP.
The successful consultant will be required to:
• Develop a comprehensive BRT Business Case aligned with IAF milestones.
• Lead and facilitate stakeholder engagement, including complex multi-agency and mana whenua input, to support early buy-in for the first milestone.
• Deliver a first milestone package by 28 January 2026.
• Final deliverables for this milestone are still being defined but will be confirmed in the RFP.
Due to the tight IAF timeframes and funding conditions, consultant availability is critical. Respondents must:
• Be available to commence work immediately following contract award in December 2025.
• Be able to run initial stakeholder workshops pre-Christmas and early January 2026.
• Demonstrate capacity to meet the 28 January 2026 milestone and subsequent deliverables.
This NOI is provided as an early indication of the project scope to allow suppliers to prepare for the upcoming procurement process. It does not form part of any future tender or contract documents. This is not the commencement of a tender process or a registration of interest. Requesting project information does not guarantee inclusion in any future tender process.
