This is a rare opportunity to shape and influence significant strategic infrastructure for our expanding subregion. To give effect to Council’s commitments under Te Tiriti o Waitangi and Te Ture Whaimana o Te Awa o Waikato, Hamilton City Council (Council) has adopted a co-governance model to deliver this once in a generation infrastructure with tangata whenua. Council and tangata whenua intend to continue with a tikanga1 based approach to the new Southern Wastewater Treatment Plant (SWWTP) site master planning, plant design, discharge, consenting, operation and maintenance of the plant and the site. We are looking for a consulting partner to undertake this mahi building on the work already completed in the Southern Metro Wastewater Detailed Business Case (SWDBC).
This Request for Proposal is the second stage of the procurement process as a result of the Request for Expressions of Interest that closed on 8 December 2023. This Request for Proposal is made on behalf of Hamilton City Council, Waipā District Council, Waikato District Council, Waikato-Tainui and tangata whenua as partners of the Southern Metro Wastewater Programme. Hamilton City Council is the lead Council for this project. The collaborative relationships established to deliver this project represents the era of co-management in respect of the Waikato River and activities within its catchment and joint recognition of the benefits of “boundaryless” planning to restore and protect the health and wellbeing of the Waikato River and meet the current and future needs of the Metro Area.
