The engagement will provide mana whenua input into the project, anchored through the Mana Whenua Partnerships Manager as the primary Kāinga Ora interface, and supported by Advisor and Senior / Principal Advisor input as required.
The project requires regular participation from mana whanua in programme coordination, active project hui, project governance preparation and follow-up, together with responsive advice between formal meetings.
This includes review and input into project documentation, engagement material, public-facing communications, procurement-related material, cultural narrative and naming pathways, and matters requiring a Te Rūnanga o Toa Rangatira position or response. This resource also provides oversight of Le Fale and cadetship activity, working with contractors to identify local employment, training and contracting opportunities, checking delivery against contractor commitments, and supporting initiatives such as Takitini with the Te Rūnanga o Toa Rangatira Ōhanga team and Porirua City Council to improve local business readiness for construction-related procurement.
The engagement will commence on 1 August 2026 conclude 31 July 2027. Kāinga Ora has previously funded a broader Mana Tangata / mana whenua capacity model for Te Rā Nui / Eastern Porirua. The original resourcing was embedded within Te Aranga Alliance. When Te Aranga Alliance was wound down, that capacity was transitioned into Kāinga Ora. The revised proposal for FY 27 provides for the capacity required for Te Rūnanga o Toa Rangatira to provide a coordinated mana whenua and local interface into a major place-based programme.
