Overview

This opportunity relates to the procurement of an Enterprise Resource Planning (ERP) Product consisting of the following corporate enablers:

• Human Capital Management (HCM)
• Financial Management Information System (FMIS)
• Procurement – Source to Pay
• Supplier Management
• Enterprise Performance Management (EPM)

Note: For the sake of clarity, the HCM implementation does not include replacing the Payroll system.

Kāinga Ora will select the ERP product through this RFP. A separate RFP will follow for the implementation partner. All commitments made by the product provider regarding CPM alignment, configuration first delivery, integration boundaries, and upgrade models will be binding inputs to the implementation phase and associated contracts.

We expect the product to be in wide use by New Zealand government organisations of a similar size, complexity and scale to Kāinga Ora.

A good response will:

• demonstrate an integrated ERP platform across the three domains, used within the public sector in New Zealand that meets our needs through out of the box functionality while addressing our desire for ongoing innovation.

• offer thought leadership regarding the best way to deliver the ERP platform to ensure the Programme moves at its targeted cadence, identifies, allocates and manages risks appropriately and delivers the best value for our considerable investment in the Programme.

• demonstrate a willingness to share delivery risk and commercial transparency around such risk sharing, and specifically the commitment to ensure delivery of the expected outcomes you are proposing.
