Overview

The Buyer is looking for an organisation with demonstrable and recent experience supporting technology transformations such as ours in the following two categories:

Solution Integrator (SI): Experts in technical implementation, integration and strategic direction for the configuration of the different platforms we will procure. The SI will ensure interoperability and migration from legacy systems to and across new cloud platforms. They will manage the data migration, integration development and system security (with our cybersecurity team). The SI will be accountable for ensuring that all new systems combine to produce the end-to-end solution Kāinga Ora requires.

Business Integrator (BI): The BI plays a critical role in ensuring that technology solutions are aligned with the Kāinga Ora strategic goals and deliver measurable business value. Acting as a bridge between business units, Digital IT teams and the SI, the BI ensures traceability from business requirements through to user acceptance testing. We expect the BI to provide an objective view of the quality and completeness of deliverables from the SI and implementation partners. The BI also brings proven change management and training methodologies to support the successful rollout and adoption of the new platforms.

The Buyer is open to receiving proposals from respondents for one or both service categories although we can see value in both the SI and BI services being provided by a single partner. Having said this, we are committed to the best solution in each category.
Please note, we do not require independence between SI/BI roles or with the individual platform implementation partners. This means that one organisation could theoretically be the SI, BI and a solution implementation partner for any of the products we are procuring. We do however, require distinction between those roles and clarity on who and how these suppliers will be managed by Kāinga Ora during the programme.
