Project Arlington is a major redevelopment initiative within Kainga Ora’s Wellington portfolio, progressing
through staged renewal of existing housing stock into higher-density, community-centred apartments.
Preliminary works to date include:
• Feasibility and master planning studies and previous Resource Consents.
• Planning and consenting strategy prepared in coordination with Wellington City Council.
• Early geotechnical, civil, and structural inputs gathered.
• Initial community and stakeholder engagement undertaken
• Infrastructure ground works completed (piles, stormwater, wastewater)
It is Kāinga Ora’s intent to revisit the Resource Consent, adapting the premise of the existing approval. However,
the revised scheme will be reduced and simplified to incorporate one (1) apartment block based on the CSP
template and twelve (12) three-level terrace buildings, anticipating a total of approximately 104 units with a
community room.
Due to the nature of the project, Kāinga Ora may request that the appointed consultant enter into a Non-
Disclosure Agreement (NDA) to ensure confidentiality of project information throughout the procurement and
delivery process.
Scope Summary
The scope of services is limited to development of the design to Concept stage, progression through Resource
Consent, and preparation of a Preliminary Plus package alongside a Principal’s Requirements Document (PRD)
for procurement under NZS 3916 Design & Build. The Consultant will be required to use and adapt Kāinga Ora’s
Complex Significant Projects (CSP) standardised apartment and three-level terrace templates, align with Kāinga
Ora Design Guidelines, and prepare digital deliverables (including IFC/BIM LOD200) for issue to the appointed
build partner. Key tasks include leading architectural design development, coordinating inputs from the wider
design team, and preparing consent documentation.
