Kāinga Ora – Homes and Communities is a Crown agency that brings together the people, capabilities and resources to support the Government’s priorities for housing and urban development in Aotearoa New Zealand.
The agency is charged with being a world class public housing landlord and leading integrated urban development. Kāinga Ora will partner with developers, councils, Māori, government agencies, local communities, and others to enable, facilitate and deliver urban development projects of all sizes.
These projects will provide people with good quality, public, affordable and market homes that connect to the jobs, transport, open spaces and facilities needed for communities to thrive. Kāinga Ora will also play an essential role in tackling the Government’s priorities of ending homelessness and making homes in New Zealand more affordable.

Commercial Focus
Kāinga Ora is transforming how we operate and deliver our services, so that we can best serve New Zealand communities and leave a more financially sustainable social housing legacy for future generations. We are already delivering housing to scale with greater efficiency and speed, and we need to ensure that we are appropriately commercially challenging all of our external spend.
Panel
Kāinga Ora is running a secondary competitive procurement process using the Kāinga Ora General Reinstatement and Refurbishment Panel for this project.
Project & Contract Works
Refurbishment of the address in Section 3, Key Features, of this Part A. This RFP is being released on a closed basis. The Contract Works include general refurbishment works including, demolition, plumbing, electrical and gas works (if required), provision of heating, fire alarm and sprinkler system, access control and modifications as necessary for high needs group and general site works including landscaping, to return the property to a lettable condition for social housing.

Contract Type
Minor Works Agreement – fixed price lump sum.
Site Visit
There is a site visit required and further details will be provided via Notice to Respondents after tender release, this must be attended.
Additional information which the Respondent is to take into account when preparing its Response is attached as Appendix I.
