Overview

Kāinga Ora has been delivering on its demolition programme in the last couple of years with the support of its contractors from the Site Clearance panel. This is part of a development programme that has helped us to deliver warm and dry homes to our customers and communities.
During this time, Kāinga Ora learned and identified opportunities for streamlining our house removal programme of works, right from our approach to rehousing our customers, our approach to house relocations, how we undertake asbestos removal during demolitions and changing our approach to land remediation.

Kāinga Ora has now taken the opportunity to review its Demolition Programme of works with a more holistic programme approach across the organisation.
A key driver is to reduce our demolition, asbestos removal costs and land remediation costs across the programme and streamline our procurement processes.
To support this initiative, Kāinga Ora needs to work in smarter ways by partnering with our well-performing contractors to move towards a streamlined approach which will achieve the significant cost saving targets Kāinga Ora is striving to meet whilst offering our partners visibility on a pipeline of future work. To this end Kāinga Ora will be setting up new Demolition Partner Framework agreements.

RFx Outcome

No Winner Kāinga Ora decided not to proceed with the Demolition Framework Agreement as the proposals received did not adequately align with target commercial expectations for the Christchurch and Wellington regions. In addition, uncertainty regarding the forward demolition pipeline presented a material risk to achieving value for money and sustaining a fit‑for‑purpose framework arrangement.

Commercials received from a few contractors were aligned with Kāinga Ora’s target expectations for the Auckland region. Following completion of the evaluation process, Yakka Contracting Ltd was identified as the selected preferred tenderer. Management determined that an alternative engagement model (preferred supplier) would better manage commercial, delivery, and pipeline risks. Kāinga Ora has since established a preferred contractor arrangement with Yakka Contracting Ltd for the delivery of demolition services in the Auckland region.
