Introduction
Kāinga Ora – Homes and Communities is a Crown agency that brings together the people, capabilities and resources to support the Government’s priorities for housing and urban development in Aotearoa New Zealand.
The agency is charged with being a world class public housing landlord and leading integrated urban development. Kāinga Ora will partner with developers, councils, Māori, government agencies, local communities, and others to enable, facilitate and deliver urban development projects of all sizes.
These projects will provide people with good quality, public, affordable and market homes that connect to the jobs, transport, open spaces and facilities needed for communities to thrive. Kāinga Ora will also play an essential role in tackling the Government’s priorities of ending homelessness and making homes in New Zealand more affordable.

Commercial focus
Kāinga Ora is transforming how we operate and deliver our services, so that we can best serve New Zealand communities and leave a more financially sustainable social housing legacy for future generations. We are already delivering housing to scale with greater efficiency and speed, and we need to ensure that we are appropriately commercially challenging all of our external spend.
What does good look like?
Kāinga Ora is bundling sites that are physically near each other and have concurrent timelines, allowing a single contractor to secure the entire package and maintain a steady workflow to manage resources more effectively. While Kāinga Ora reserves the right to divide the package as deemed appropriate, the primary goal is to utilise the expertise of one build partner for the full opportunity. Each site will be assessed on their own merits as each have individual financial metrics that need to be met and will be individually contracted.
