Housing New Zealand Corporation (HNZC) is a Crown agency that manages housing on behalf of the New Zealand government. Our role is to provide healthy, comfortable and fit-for-purpose housing for people in need.

HNZC focuses on the efficient and effective management of state houses and the tenancies of those living in them. BACKGROUND TO THE REQUEST FOR INFORMATION
The Government recently introduced the Healthy Homes Guarantees Act that provides standards for all rental homes (the Standards).

These Standards have set new minimum requirements for:
Heating
Insulation
Ventilation
Moisture and drainage; and
Draught stopping

All HNZC homes will need to comply with these new Standards, by 1 July 2023.

HNZC established the Healthy Homes Programme (the Programme) with the aim to improve the health of our homes as well as the overall wellbeing of the people living in them. One of the Programme's purposes is to go further than the minimum requirements of the Standards and achieve the World Health Organisation (WHO) guidelines for healthy indoor air temperatures with 'whole of house' heating solutions.

What this means for HNZC is that we will be looking to procure whole of house heating solutions for an indoor air temperature of 18 to 20 C.

INTENT OF THE HEATING SOLUTION

The purpose of this RFI is to gather information regarding the range of heating solutions available. We are also interested in the capability of the market to support us in providing the most efficient and effective heating solutions across our residential property portfolio to meet both the new Standards and the WHO guidelines and have minimal impacts on the environment.
