Housing New Zealand (HNZ, HNZC or the Principal) is a Crown agency that manages state housing on behalf of the New Zealand government. Its role is to provide healthy, comfortable and fit-for-purpose housing for people in need, for the duration of their need.
Housing New Zealand focuses on the efficient and effective management of state houses and the tenancies of those living in them. Housing New Zealand owns or manages approximately 64,000 properties nationwide, including about 1,500 houses for community groups providing residential services. More than 184,000 people live in Housing New Zealand properties.
Housing New Zealand lease’s about 2510 properties from private owners which are utilized to meet the demand for social housing. There are various versions of the lease agreement that binds HNZ and the Lessors. We currently have about 1450 properties that are on a lease agreement which obligates Housing New Zealand to provide the landlord with a copy of an annual inspection report at its own cost.
The recipient of the inspection and reporting contract will be required to inspect each property annually and undertake a visual assessment of the condition of the property and all its building elements. They will also be required to provide an electronic report to list the condition of every element in each room and exterior of the premises. This report must identify and make recommendations on work that needs to be done on the premises by the property owner (where applicable) and any tenant damages that needs to be rectified by Housing New Zealand.
The current number of properties requiring inspection stands at 1450. This number is likely to increase in the next few years as the lessors transition into the new versions of the leases as the older ones (not requiring inspection reports) expire.
