1) INTRODUCTION
Housing New Zealand Corporation (HNZ) is a Crown agency that manages housing on behalf of the New Zealand government. Our role is to provide healthy, comfortable and fit-for-purpose housing for people in need.
HNZ focuses on the efficient and effective management of state houses and the tenancies of those living in them. HNZ owns or manages approximately 64,000 properties nationwide, including about 1,500 houses for community groups providing residential services. More than 184,000 people live in HNZ properties.

2) BACKGROUND TO THE REQUEST FOR INFORMATION (RFI)
The Smart Homes pilot commenced in March 2018 and is due to be completed in December 2019. There are 160 HNZ Smart Homes across Wellington, Palmerston North and Lower Hutt.
Each Smart Home has sensors installed for the measurement of;
• Temperature;
• Carbon dioxide; and
• Humidity.
Sensors are located in the lounge and bedrooms of all Smart Homes with some also having sensors located in the bathroom and kitchen. The data from these sensors is transmitted to HNZ and stored in our data warehouse.
HNZ is now considering introducing sensors to an additional 2000 homes across New Zealand. To achieve this goal, we require a supplier(s) with the capacity and capability to provide the sensors, installation, on-going maintenance and support, and a platform for data transmission.
HNZ will manage all data analysis and reporting as well as tenant liaison.
If we proceed, the intent is to have all sensors installed and fully operational by early May 2020. The data from the sensors will then be used in conjunction with other HNZ data and information to:
• support senior leadership investment decisions;
• enable organisational learning e.g. the efficacy of different programmes or products;
• raise tenant awareness on the health of their home.
3) PURPOSE OF THE RFI
The purpose of this RFI is to gather information regarding the range of solutions available for HNZ Smart Homes. We are particularly interested in the capacity and capability of the market to support us in the expansion of Smart Homes to 2000 properties across New Zealand. We are looking for a long term partner who shares our passion for ensuring our homes are warm, dry and healthy.
