Housing New Zealand (the Principal) is a Crown agency that manages state housing on behalf of the New Zealand government. Its role is to provide healthy, comfortable and fit-for-purpose housing for people in need, for the duration of their need.

PROJECT, PROCUREMENT PROCESS, PRINCIPAL'S REQUIREMENTS AND CONTRACT WORKS
HNZ is seeking the services of an architect to undertake architect services from concept design through to construction completion.
The Services are described more fully in Appendix A.
This project will be a construct only redevelopment of 219-225 Riccarton Road, Christchurch, with one three-storey apartment complex comprising 20 x 1-bedroom units with 1 x common room.
Selection of a Contractor will be undertaken in two phases. This open Request for ROI is the first stage and will result in the selection of a shortlist of prospective consultants to undertake the Services ("Shortlisted Respondents"). The Principal will issue a Request for Proposal for the Services to the Shortlisted Respondents ("RFP"), each of whom will be invited to respond.
The ROI phase requests information and will be evaluated based on the following criteria:

The stage two RFP will request information and be evaluated based on the following criteria (but may not be limited to the following):
Proposed Changes to Specifications
The Long Form Agreement for Consultancy Engagement with HNZ Special Conditions May 2017;
The Contract is attached to this Request for ROI (as Appendix E) for information purposes only. It will be issued to the Shortlisted Respondents (again) as part of the RFP. In its response to the RFP each Shortlisted Respondent will be required to accept the form of Contract.
