Overview

Gisborne District Council (Council) invites Expressions of Interest from suitably qualified consultants, contractors, consortia, or partnerships to deliver integrated professional services and/or Design and Construct (D&C) services for Construction Phase 1 of the Taruheru Pathway Project (Te Ara o Taruheru Shared Pathway).

This EOI is Stage 1 of a two-stage procurement process to shortlist respondents for a subsequent Request for Proposal (RFP).

Council is seeking market interest in two complementary delivery approaches:

1. Integrated Professional Services (Preconstruction)
Delivery of all preconstruction activities through a single coordinated team. Construction Phase 1 currently focuses on the corridor between Campion Road and Dalrymple Road, consistent with the staged delivery approach endorsed by Council. This includes the development of four consultation-ready design scenarios and the evaluation of options within the confirmed corridor.

2. Design & Construct (D&C) with Early Contractor Engagement (ECI)
A delivery model where contractor input is incorporated early to support scenario development, buildability, and cost certainty.
