The Gisborne District Council’s current Transport Professional Engineering Services Panel expires on the 30 June 2026.
The Council is seeking proposals from suitably qualified and experienced engineering consultancy firms to join a new Transport Professional Engineering Services Panel that will commence on the 1 July 2026. The Panel is being established to support the delivery of Gisborne District Council’s Te Tairāwhiti Regional Land Transport Plan (2024-2034). The Panel will comprise a limited number of panel members to maintain competitive tension, ensure ongoing opportunities for panel members, and maintain a healthy and competitive supply market for professional services in the region. Council envisages that approximately three panel members will be appointed to the Panel. The Panel will be established for an initial term of three (3) years, with a right of renewal for an additional two (2) years. A maximum term of five (5) years.
The Panel is intended to:
Establish a Panel of specialist suppliers that complement Council’s in-house capability and capacity, and that is focused on delivering land transport design solutions that include the following services:
o Civil engineering
o Structural engineering (including bridge and culvert design)
o Geotechnical engineering
o Environmental engineering
o Road safety engineering
Streamline the secondary procurement process to engage suppliers through the Panel allowing greater throughput of work and to ensure delivery of the required outcomes as outlined in the Council’s three year plan (2024-2027) and subsequent long term plan.
Develop a partnering environment where Council benefits from technical and engineering innovation, and excellence that delivers the best whole of life solution for our ratepayers.
Ensure the application of good engineering assurance and management practices to projects delivered under the Panel.
