The Uawa League Reserve is located at 5 Ferneaux Street, Tolaga Bay, approximately 45 minutes north of Gisborne on the East Coast. The site is flat in contour, adjacent to the ocean with a watercourse running along the Western boundary. It was historically used as a landfill, which closed in 1986. Since then, the land has supported recreational activities, including league and equestrian sports.
Following severe storms in 2018, the reserve was closed to the public and repurposed for the storage and processing of woody debris. This use has since been disestablished, and the site now requires reinstatement to its original condition. Due to the prolonged disturbance of the land and risks associated with its historical use, a detailed site investigation (DSI) was undertaken to inform the remediation works. The investigation identified asbestos and waste refuse in the upper soil layers which has triggered the requirement for remediation under National Environmental Standard (NES) for assessing and managing contaminants in soil to protect human health.
Remediation includes the following works:
- Install sediment and erosion controls
- Install geotextile fabric across the site – materials to be supplied by the council
- Place and compact aggregate (Mangatuna Scalpings) across the site – materials to be supplied by council
- Place 150mm certified clean topsoil across the site and seed or hydroseed with grass – a portion of materials to be supplied by council
- Remove existing temporary culvert and reinstate drain
- Install landscape bund on North-Western corner
Resource Consent has not yet been granted.
Council wishes to procure a bulk earthworks contractor with the resources and capacity to complete remediation works between 6 March 2026 and 30 April 2026. The bulk of the project materials have already been procured by council to ensure utilisation of funding that was approaching expiry. The contractor will be required to cart procured materials to site.
The Gisborne District Council requires contractors to be approved through the Local Authority Contractor Health and Safety Pre-Qualification Scheme (SHE) or Totika.
