Overview

Gisborne District Council (Council) is seeking to transform our City Centre as part of the City Centre Revitalisation Programme. The aim of this Registration of Interest (ROI) is to identify a shortlist of suitably qualified and experienced Suppliers to invite to respond to a Request for Proposal to deliver a City Centre Action and Investment Plan (AIP). The AIP is a critical step, building off high level strategic documents, to develop design solutions that will ultimately inform future construction and investment by Council and others within Tūranganui-a-Kiwa (Gisborne).

We are looking for a Supplier(s) to work with Council, mana whenua, and stakeholders to assess what a revitalised city centre must look, feel, and function like, from infrastructure through to streetscape. Council requires the Supplier to produce an AIP that will support delivery of a compact, vibrant and future ready city centre and lay out a multi-party investment approach to fund successful delivery. The output will be a practical, fundable AIP that informs delivery sequencing, investment logic, and partnership roles.

While we think we have a good approach for how to get there, we welcome transformational thinking — across design, engagement, delivery, and funding models — provided it is grounded in expert rationale, achievability, and aligned with Council’s Long-Term Plan (LTP) timeframes. This work is foundational to Council’s next LTP and will directly inform Council’s financial commitment to this programme and capital investment decisions.
