Overview

Gisborne District Council ("Council") seeks to procure the following Registrations of Interest ("ROI"), for a panel of both senior and intermediate planning capability within the Policy and/or Resource Consent spaces. The procurement process is planned to be completed by October 2017.

In relation to Resource Consents, the successful applicant will have the capabilities to assist Council in assessing all aspects of:
1. District Land Use consents (both notified and non-notified), including preparation of
officer's reports, attending site visits, preparing hearing reports, presenting planning
evidence at the hearing and presenting planning evidence at any Environment Court
proceedings
2. Regional Land Use, Air, Water and Coastal Consents, in addition to being the lead
planner on bundled resource consents. Preparation of officer's reports, attending site
visits, preparing hearing reports, presenting planning evidence at the hearing and
presenting planning evidence at any Environment Court proceedings.

In relation to Policy, the successful applicant will have the capabilities to assist Council in the drafting of plan changes including, but not limited to:
Scoping plan changes
Preparation of Section 32 analysis
Analysis of submissions
Preparation of hearing reports
Attendance at deliberations.
Stakeholder engagement

A minimum of 3 and a maximum of 5 successful applicants will be added to the panel.
Applicants can register interest for Resource Consents or Policy or both.
