MBIE is looking for a supplier to produce an economic report and modelling to inform a review of the regime for royalties for minerals (other than petroleum). A summary of our requirements, elaborated in more detail later, is for the provision of a report and modelling that provides:
• An evaluation of the effective government take (including royalties, levies, taxes and fees charged by a full range of regulators) from New Zealand’s mineral (other than petroleum) sector compared to other jurisdictions and a recommended target take.
• Analysis on whether New Zealand’s royalty regime settings provide fair financial return to the Crown.
• Advice on alternative royalty regime settings including scenario modelling of expected effects
