Overview

The Environmental Protection Authority intends to approach the market in Q1 2023 to engage an implementation partner for a Case Management System (CMS) solution for the agency’s compliance, monitoring and enforcement (CME) function. The Case Management System solution will:

• support effective, efficient ways of working for CME, eliminating reliance on other systems and automating low value/high volume workload
• reduce regulatory risk by enabling the EPA to more accurately ensure obligations and statutory timeframes are met
• provide a single source of truth
• improve reporting and support trend analysis
• provide a compliance history and link cases where they are connected.

The CME CMS solution will be a:

• system to manage the flow of work across different business processes (e.g compliance monitoring, requests for information/enquiries, non-compliance investigation)
• system that helps CME staff do their work more quickly and effectively and provides improved insights into the regulatory domain
• system that interoperates with other EPA platforms (e.g SharePoint and Outlook).
• Software as a Service (SaaS) that can be configured to meet EPAs needs.

The CME CMS will NOT be a:

• monolithic system that is used to manage and control all aspects of CME activity.
• system that requires staff to spend a lot of time managing and maintaining information.
• standalone system that produces and stores documents.
• standalone data store.
• custom built/bespoke software.

As a guide the CME Group has:

• between 100 - 150 open cases at any time
• on average 40 new cases per week
• an estimate of up to 80 users.

EPA intends to conduct an open market tender process. The RFP is expected to be released on 24 January 2023.
