Overview

The Department of Conservation (DOC) is preparing to go to market for the construction of a 1.5km boardwalk in Waipoua Forest as part of Phase Two of the Rākau Rangatira project. Delivered in partnership with Te Iwi o Te Roroa, this infrastructure initiative aims to protect Waipoua Forest from tourism impacts at iconic sites including Tāne Mahuta, Te Matua Ngahere, and the Four Sisters.
This opportunity is for capable contractors to deliver durable, high-quality visitor infrastructure that supports forest protection. The scope includes removal of the existing boardwalk, vegetation clearance in a sensitive rainforest, and construction of a new boardwalk and viewing platforms, aligned with Phase One works completed at Tāne Mahuta.

Procurement Approach Updates:
• The RFP will follow an Open Market approach, publicly advertised on GETS.
• Mandatory requirements have been revised: kauri dieback experience is no longer required, but the successful contractor will need to complete mandatory training on kauri dieback protocols.
• An online tender briefing will be mandatory, but the site visit is optional.
• DOC will provide free accommodation at the DOC house and yard at Trounson Park for the duration of construction to support contractors from outside the region.
• While our preference is for the construction period to run from March to October 2026, we are open to alternative delivery timelines, if required.

The ideal contractor would have experience in:
• Boardwalk construction in remote/sensitive environments
• Use of lightweight machinery to install timber piles
• Screw pile installation
• Helicopter delivery logistics, if required.

Indicative Procurement Timeline:
• RFP to be released: End of Oct 2025
• Mandatory online briefing: Thu, 6 Nov 2025 (time TBC)
• Optional site meeting: Wed, 11 Nov 2025 (time TBC)
• Questions close: Fri, 21 Nov 2025
• RFP responses due: Mon, 1 Dec 2025
• Participants notified of outcome: Late Dec 2025 / Early Jan 2026

Further details and RFx documentation will be available via GETS when the procurement is formally released. DOC is not accepting questions at this stage.
