Overview

The Department of Conservation is seeking proposals from suitably qualified suppliers who can:

Design, supply, installation and servicing of onsite paid parking hardware
Provide a back-end system for payment processing, tariff setting, and financial and operational reporting
Provide remote enforcement services for unpaid parking fees and infringement fines
Provide customer service to resolve visitor parking issues.

The RFP covers parking hardware and services for the following three sites:

Dolomite Point (Northern and Southern car parks)
Franz Josef Valley (Main and Wombat car parks)
White Horse Hill car park - Aoraki/Mt Cook.

Description of the services or goods:
This procurement is to implement a paid parking at three DOC car parks.
Implementation will include service design, provision and installation of required parking hardware and ongoing support and services. Services required will include payment processing, customer support, parking enforcement activities, and hardware maintenance and support. The pilot for paid parking will be for an eight-month period from 31st October 2025 and will end on the 30th of June 2026.
The car parks participating in the pilot are:
• Punakaiki (Dolomite Point)
• Franz Josef Valley
• White Horse Hill (Aoraki/Mt Cook)
These sites may operate for the entire pilot period or a portion of it. The objectives of the paid car parking pilot include:
• Efficiently managing visitor car parking at busy sites to improve customer experience
• Establishing a fair mechanism for visitors to help improve the financial sustainability of the visitor network
• Gaining comprehensive insights into the costs and returns associated with implementing paid car parking.
• Learning how to implement paid car parking as part of business as usual, where appropriate (e.g. a toolkit confirmed technology, processes, etc)
