Overview

The Dunedin City Council (DCC) is designing a citywide climate resilience framework to embed adaptation and resilience across all council activities and decisions.
The DCC seeks a team of advisors to provide on-call specialist support for the design and establishment of the citywide climate resilience framework. The advisor team will complement in-house delivery through expertise in:
1. Climate resilience and adaptation planning
2. Organisational change and local government best practice
3. Community and stakeholder communications and engagement to support resilience and adaptation planning, and climate mainstreaming within Council

The supplier will support:
• Development of an adaptation plan
• Mainstreaming adaptation across council operations
• Building internal capability for climate-informed advice and decision-making
• Initiating partnerships and community engagement

This contract will not commit the DCC to a minimum spend. The DCC will engage with the supplier as and when required to scope and price the works. The consultant advisor team will not design or establish the citywide climate resilience framework, nor will they prepare or draft the climate adaptation plan. These functions remain the responsibility of DCC’s Climate Adaptation and Resilience Team (CART) and other internal DCC staff. The consultant’s role is strictly advisory, providing technical review, specialist guidance and best‑practice input to support in‑house delivery.
