Overview

The Dunedin City Council (DCC) is designing a citywide climate resilience framework to embed adaptation and resilience across all council activities and decisions. The DCC seeks a fit-for-purpose citywide climate risk assessment solution as a foundation for that work.

We are open to different ways a supplier may deliver a citywide climate risk assessment solution (the solution), which could include using software tools, traditional reporting, or hybrid and other innovative approaches.

The intent is to trial and evaluate the performance of a climate risk assessment solution through a 15-month period to 30 June 2027.

We are seeking a consultant or consultant team who will engage in co-design with DCC, support collaboration with the Otago Regional Council (ORC) and mana whenua, and support capability building across council teams.

We need a citywide climate risk assessment solution that is dynamic and accessible, consolidates disparate data sources, standardises risk assessment methodologies, and enables consistent, risk-informed decision-making across the organisation.

The solution should enable high-level risk screening, integrate Local Government Funding Agency (LGFA) climate scenarios, produce outputs across multiple time horizons, and provide accessible outputs for council use.
