The Dunedin City Council (DCC) has embarked on a Waste Futures Programme to develop an improved waste management system for Dunedin. This programme includes rolling out an improved kerbside recycling and waste collection service and the possible construction of a new landfill at Smooth Hill. New resource consents have been granted for the continued operation of DCC’s Green Island Landfill until Smooth Hill Landfill has been commissioned and begins accepting waste. As part of the conditions of this new consent, DCC is required to construct an extension to the existing leachate collection system along the southern flank of the landfill.
We seek to engage a suitably qualified and experienced contractor to construct the leachate collection system extension. Works involve deep excavation in soft and contaminated soils and waste, sheetpiling, construction of gravity drains, pump wells, rising mains, electrical, pump installation and commissioning as well as bulk earthworks. This tender is for Stage 1, the construction of the leachate collection infrastructure. Stage 2 is the construction of final capping over the adjacent landfill cap to the north and will be tendered separately in 2026 subject to funding.
We want to partner with an experienced contractor who has key staff that will be proactive with their communication and keep our landfill operator well informed and updated. Delivery on time is important, we want this work completed by 30 June 2026 and we seek to partner with a contractor who has the resources and expertise to get this work done quickly while completing it to a high standard of quality.
