Overview

The Dunedin City Council (DCC) requires a professional service Provider to deliver its Dam Safety Assurance Programme (DSAP) to meet its obligations set out by the Building (Dam Safety) Regulations 2022. The DCC’s objective is to ensure the safe and responsible management of its nine dams. Routine tasks include:
• Carry out Intermediate Dam Safety Reviews (IDSR) per the DCC programme.
• Carry out Comprehensive Dam Safety Reviews (CDSR) per the DCC programme.
• Certify the DSAP for the medium Potential Impact Classification (PIC) dams.
• Review and approve the six Annual Dam Compliance Certificates.
• Facilitate an annual desktop Emergency Action Plan (EAP) exercise.
• Facilitate a full EAP simulation every 5 years.
• Review the Dam’s PIC every 5 years.

In addition to the above, non-routine tasks include seismic investigations and assessments and Management, Surveillance, and Quality Assurance (MSQA) support and oversight for capital projects that address identified Issues.

The Provider must be a Recognised Engineer for DSAP and Potential Impact Classification (PIC) review and certification purposes.

We seek to partner with a Provider for the long term with a contract of up to 9 years, 7 months, subject to performance. We want a Provider that is proactive, allocates staff resources efficiently, takes ownerships, meets deadlines and can demonstrate a dynamic approach to their work.
