The Dunedin City Council (DCC) 3 Waters department recognises that having a Lock out/Tag out (LOTO) procedure in place is a priority. In order to deliver a successful project, we need to partner with an external H&S specialist who can provide assistance with expert advice, resourcing, such as a competent trainer and a clearly written procedure that staff can understand. The contract also requires a monitoring and review period that gives confidence that LOTO has been embedded.

This is an invited competitive process under the DCC Health and Safety Auditor Panel. This procurement process is using the Weighted Attributes method.

Respondents to note:
- You must complete Part B of the Scope of Work (SoW).
- A site visit to Tahuna WWTP is scheduled (we will consider an alternative date if the proposed is not feasible). If requesting a different date, used the GETS Q&A function.
- The DCC may award a separate SoW for the audit of the LOTO procedure (once awarded). Suppliers may also choose to complete the corresponding SoW.
