We need supplier(s) who can provide waste services for Dunedin City Council. Waste services included in this procurement are:
• Waste Collections –
o Kerbside services include:
 Introducing a fortnightly 80-140L bin for general waste collection
 Retention of the 45L glass crate and the 80-240L mixed recycling bin fortnightly collections
 Introducing a 23L food waste weekly collection
 Introducing a 240L garden waste fortnightly collection on an opt in basis
o Non-standard services as required
o Redefining the boundary of the kerbside collection area to reflect growth in the City
o Suitable services developed and delivered for collections within the CBD area, rural areas, and MUDs where kerbside collections of individual Bins are not feasible or practical
o Emptying and maintenance of Public Place Bins and Recycling Drop-Off Stations across the city
o Provision and servicing of additional bins during events including litter clean up following the event.
• Green Island Resource Recovery Park Precinct (RRPP) Development and Operation –
o Design, build and operation of a new Organics Processing Facility (OPF) (priority for delivery) for both food and green waste, either as a single facility or two separate facilities
o Design, build and operation of a new Materials Recovery Facility (MRF)
o Design, build and operation of a Glass Handling Facility (GHF)
o Design, build and operation of a Construction and Demolition waste sorting facility (CDF)
o Design, build and operation of a Bulk Waste Transfer Station (BWTS) immediately prior to the closing of the Green Island landfill.
o Processing and sale of reused and recycled materials
o Sourcing of end markets for reused and recycled materials.
o The current Green Island facility also includes a Rummage Shop, public resource recovery drop-off area and hazardous waste facility. The operations of these facilities may be included in the scope of this contract at a future date.
• Operation of Council Transfer Stations (Waikouaiti and Middlemarch), including existing resource recovery activities and Temporary Transfer Stations in rural areas (known as Rural Diversion Days).
