Overview

Environment Canterbury (ECan/CRC) is moving from fragmented, PDF based planning documents toward a modern, digitally native planning system. Phase 1 of the Digital Plan project will establish the foundational platform needed to support structured plan authoring, spatial integration and public self‑service capabilities. This procurement seeks a delivery partner(s) who can migrate and consolidate the existing knowledge graph model (based on the Canterbury Land and Water Regional Plan) into a data platform, extend the knowledge graph model (based on the Canterbury Air Regional Plan) and deliver the essential technical components that will underpin future phases.
CRC is seeking a provider with strong technical capability in a data platform (e.g., Snowflake), knowledge graph style data modelling, and system integration to deliver the Phase 1 foundational components of the Digital Plan project. This includes migrating the Proof of Concept planning model into the data platform, delivering a single unified knowledge graph that forms the foundation for the seven‑plan digital plan project, establishing an initial Single Source of Truth (SSoT), integrating the plan drafting interface, creating rule map linkages, and delivering an internal rule evaluation endpoint.
